INTRODUCTION

Introduction Conduct according to the spirit of Fair Play is essential for the successful promotion and development of and involvement in sport. The objective of Fair Play is to foster a sporting spirit, as well as the sporting behaviour of coaches, players, team officials and spectators, thereby increasing the enjoyment of all those involved in the game. In order that clubs may address the behaviour of supporters in a meaningful way, consideration must be given to the actions and activities of four integral parts of those associated with the club; its managers & coaches, players, officials and the parents and guardians of its youth players.

Code of Conduct for Managers & Coaches . Managers & Coaches are key to the establishment of ethics in football. Their concept of ethics and their attitude directly affects the behaviour of players under their supervision. They are, therefore expected to pay particular care to the moral aspect of their conduct. They have to be aware that almost all of their everyday decisions and choices of actions, as well as strategic targets, have ethical implications. It is natural that winning constitutes a basic concern for coaches. This code is not intended to conflict with that. However, the code calls for them to disassociate themselves from a “win-at-all-costs” attitude. Increased responsibility is requested from coaches involved in coaching young people. The health, safety, welfare and moral education of young people are a first priority, before the achievement or the reputation of the club, school, coach or parent.
• Coaches must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport.
• Coaches must place the well-being and safety of each player above all other considerations, including the development of performance.
• Coaches must adhere to all guidelines laid down by governing bodies.
• Coaches must develop an appropriate working relationship with each player based on mutual trust and respect. 
• Coaches must not exert undue influence to obtain personal benefit or reward.
• Coaches must encourage and guide players to accept responsibility for their own behaviour and performance. 
• Coaches must ensure that the activities they direct or advocate are appropriate for the age, maturity, experience and ability of players. 
• Coaches should, at the outset, clarify with the players exactly what is expected of them and also what they are entitled to expect from their coach. 
• Coaches must co-operate fully with other specialists (e.g. other coaches, officials, sports scientists, doctors, physiotherapists) in the best interests of the player. 
• Coaches must always promote the positive aspects of the sport (e.g. fair play) and never condone violations of the Laws of the Game, behaviour contrary to the spirit of the Laws of the Game or relevant rules and regulations or the use of prohibited substances or techniques.
• Coaches must consistently display high standards of behaviour and appearance. • Coaches must not use or tolerate inappropriate language. 
• Coaches must promote and encourage, particularly to young players, the importance of a healthy lifestyle and diet.
• Coaches must provide guidance and support to players on the dangers of drug abuse.

Code of Conduct for Players
Players are the most important people in the sport. Playing for the team, and for the team to win, is the most fundamental part of the game. But not winning at any cost; Fair Play and respect for all others in the game is fundamentally important. This Code focuses on players involved in top-class football. Nevertheless, the key concepts in the code are valid for players at all levels. 
1. Obligations towards the game A player should:
• Make every effort to develop their own sporting abilities, in terms of skill, technique, tactics and stamina.
• Make every effort to lead a healthy lifestyle which will include an appropriate diet and an avoidance of recreational or performance enhancing drugs.
• Give maximum effort and strive for the best possible performance during a game, even if his team is in a position where the desired result has already been achieved. 
• Set a positive example for others, particularly young players and supporters. 
• Avoid all forms of gamesmanship and time-wasting.
• Always have regard for the best interests of the game, including where publicly expressing an opinion on the game and any particular aspect of it, including others involved in the game.
• Not use inappropriate language. 
• 2. Obligations towards one’s own team A player should:
- Make every effort consistent with Fair Play and the Laws of the Game to help his own team win.
- Resist any influence that might, or might be seen to, bring into question his commitment to the team winning. 
3. Respect for the Laws of the Game and competition rules A player should:
- Know and abide by the Laws, rules and spirit of the game, and the competition rules. - Accept success and failure, victory and defeat with an equal measure of dignity. 
- Resist any temptation to take banned substances or use banned techniques. 
4. Respect towards Opponents A player should:
- Treat opponents with due respect at all times, irrespective of the result of the game. - Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured opponents. 
5. Respect towards the Match Officials A player should: - Accept the decision of the Match Official without protest. - Avoid words or actions that may mislead a Match Official. Penicuik Athletic Football Club Code of Conduct Revised December 2022 - Show due respect towards Match Officials.
6. Respect towards Team Officials A player should: - Abide by the instructions of their Coach and Team Officials, provided they do not contradict the spirit of this Code. - Show due respect towards the Team Officials of the opposition.
7. Obligations towards the Supporters A player should: - Show due respect to the interests of supporters.

Code of Conduct for Team/Club Officials This Code applies to all team/club officials (although some items may not apply to all officials).
1. Obligations towards the Game The team official should:
- Set a positive example for others, particularly young players and supporters.
- Promote and develop their own team having regard to the interest of the Players, Supporters and reputation of the national game. 
- Share knowledge and experience when invited to do so, taking into account the interest of the body that has requested this rather than personal interests. 
- Avoid all forms of gamesmanship. 
- Show due respect to Match Officials and others involved in the game. 
- Always have regard for the best interests of the game, including where publicly expressing an opinion of the game and any particular aspect of it, including others involved in the game. 
- Not use or tolerate inappropriate language. 
- 2. Obligations towards the Team The team official should:
- Make every effort to develop the sporting, technical and tactical levels of the club/team, and to obtain the best results for the team, using all permitted means.
- Give priority to the interests of the team over individual interests.
- Resist all illegal or unsporting influences, including banned substances and techniques. - Promote ethical principles. 
- Show due respect for the interests of the players, coaches and officials, their own club/team and others. 
3. Obligations towards the Supporters The team official should:
- Show due respect for the interests of supporters.
4. Respect towards the Match Officials A team official should: 
- Accept the decisions of the Match Official without protest. 
- Avoid words or actions that may mislead a Match Official.
- Show due respect towards Match Officials.
5. General Obligations The team official should:

Code of Conduct for Supporters 
Once a club has addressed the conduct of its coaches, players and officials it will be in a position to set an appropriate example to its supporters in terms of their behaviour. The crowd is considered to be an organic component of a football game. The support of the fans may contribute to the success of the team. The crowd is not expected to watch the game in silence. Encouragement of the teams by shouting, non-abusive singing, etc. may have a positive influence on the atmosphere in accordance with the spirit of Fair Play. The spectators are, however, expected to respect the opponents and the referee. They should appreciate the performance of the opposition even if they emerge as winners. They should in no way intimidate or frighten opponents, the referee or opposing supporters. At all times the supporters shall be encouraged to comply with the club’s position on Discrimination and Unacceptable Conduct. DISABILITY POLICY
In accordance with the Equality Act 2010 (the Act), Armadale Thistle  Football Club (hereafter referred to as the Club) is committed to ensuring that disabled customers have the best possible access to the goods and services provided by the Club.
The Committee regularly connects with our disabled supporters on issues and resolve matters as quickly as possible.
.
There is safe access to the ground for disabled spectators in wheelchairs and their companions equal access toilet provision is in place.
Refreshments, hot & cold food, are available the club will always provide a delivery service to supporters & visitors on request
 
Disabled customers who require assistance on entry to the ground, including wheelchair users, will be admitted through Gate 1. Entrance under the guidance of a match day Committee member.
Match day Committee members will always be on hand to advise and assist as and when required.

The club operate a concessionary ticketing policy for disabled supporters and will ensure that the scheme does not discriminate between disabled people with differing impairments. The Club will, in full consultation with our disabled supporters group continue to improve access to all facilities for our disabled customers
The Club will ensure that all Committee members are issued with a toolbox talk detailing the requirements of the Equalities Act, and ongoing consultations will be included at committee meetings. 
 
The Club will provide guarantees to its disabled customers that any complaints, including those of discrimination, under the provisions of the act will be dealt with immediately and aim to resolve them as soon as possible and under the Club’s disciplinary procedures where required.

The Club has a complaints procedure in place and guarantees to its disabled supporters and customers that any complaints of discrimination will be dealt with quickly under that procedure, complaints should be sent to the club’s secretary who is nominated individual for the implementation and annual review of this policy. The Club has advised its staff that any incident of discrimination under the provisions of the Act is a serious matter and will be dealt with under the Club’s Disciplinary Procedures.

Armadale Thistle  Football Club Equality Policy January 2025 - Policy Statement 

Armadale Thistle  Football Club (‘the Club’) endorses the principle of sports equality and will strive to ensure that everyone who wishes to be involved in football (in all its levels and forms), whether as players, spectators, casual participants, club members, officials, volunteers, coaches, office-bearers in the club:
• have a genuine and equal opportunity to participate to the full extent of their own ambitions and abilities, without regard to their age, sex, gender identity, disability, marital or civil partnership status, pregnancy or maternity, religion, race, socioeconomic status or sexual orientation; and 
• can be assured of an environment in which their rights, dignity and individual worth are respected, and in that they are able to enjoy their sport without the threat of intimidation, victimisation, harassment or abuse. Legal Obligations The Club is committed to avoid and eliminate unfair discrimination of any kind in football and will under no circumstances condone unlawful discriminatory practices. The Club takes a zerotolerance approach to harassment. Examples of the relevant legislation and the behaviours in question are given in the Appendix. Positive action The principle of Sports Equality goes further than simply complying with legislation. It entails taking positive steps to counteract the effects of physical or cultural barriers – whether real or perceived – that restrict the opportunity for all sections of the community to participate equally and fully. The Club will therefore seek to institute, support or contribute to appropriate measures or initiatives that enable access to football and participation in associated activities by people from any group that is under-represented in the sport or has difficulty accessing it. Implementation The following steps will be taken to promote this policy and sports equality in football: 
• A copy of this document is published on the Club website. 
• The Committee of the Club will take overall responsibility for ensuring the implementation and observation of this policy, and the requirement for all members of the organisation to follow this policy will be enshrined within the constitution.

• The Club will collaborate fully with any surveys or other initiatives designed to assess the level of participation of different sections of the community in football and will take account of the findings in developing measures to promote and enhance equality in football. 
• The Club will provide access to training, where appropriate, in order to raise awareness of collective and individual responsibilities for all of its Committee members, members and employees, and enable access to suitable training for anyone involved in the sport, with a focus on coaches, and players in terms of equality and diversity training, as well as our general fan base.
• It will be a condition of Club membership that members formally adopt this policy and take steps to ensure that members and volunteers behave in accordance with the policy, including where appropriate taking disciplinary action under the Club’s constitution; and to ensure that access to membership is open and inclusive; to support such measures and initiatives that the Club may institute or take part in to advance the aims of this policy. Note: The Club will provide advice and training support to members in the above areas linked to wider club development support and implementation of programmes. 
• It will be a condition of Club membership that individual and corporate members recognise they are bound by this policy; and support such measures and initiatives that the Club may institute or take part in to advance the aims of this policy. Responsibility, Monitoring and Evaluation The Committee will review all Club activities and initiatives against the aims of the policy on an annual basis, and the Club Champion (see role description) will report formally on this issue at the AGM. The Committee will appoint a designated project leader (Club Champion) who will review any measures or initiatives that the Club may institute or take part in to promote and enhance equality in football, their findings being formally reported to the AGM. The Committee will review the policy itself at intervals of no more than three years, (or when necessary due to changes in legislation) and will report with recommendations to the AGM. Complaints and compliance The Club regards all of the forms of discriminatory behaviour, including (but not limited to) behaviour described in the Appendix as unacceptable, and is concerned to ensure that individuals feel able to raise any bona fide grievance or complaint related to such behaviour without fear of being penalised for doing so. Appropriate disciplinary action will be taken against any employee (inc playing and coaching staff), member or volunteer who violates the Club Equality Policy. 
Armadale Thistle  Football Club Equality Policy February 2023 Any person who believes that they have been treated in a way that they consider to be in breach of this policy by a member of the Club, should make a formal complaint to the club via the relevant policies/procedure. In the case of allegations of discriminatory behaviour against the Club itself or an employee (including playing or coaching staff) of the Club, the person may raise the matter by writing directly to the Club Secretary. Contact details are available through the website. The designated role on the Committee will investigate the complaint personally or appoint a designated individual of the Club to do so. The investigation will be conducted impartially, confidentially, and without avoidable delay. Any person or organisation against whom a complaint has been made will be informed of what is alleged and given the opportunity to present their side of the matter. The outcome of the investigation will be notified to the parties in writing and reported to the Committee. If the investigation reveals unacceptable discriminatory behaviour on the part of an individual member, corporate member, or member club the Committee may impose sanctions on that person or organisation in line with the Club constitution. Sanctions may range from a written reminder concerning future conduct up to and including temporary or permanent expulsion from Club membership (inc playing or coaching staff). In deciding what sanction is appropriate in a particular case the Committee will consider the severity of the matter and take account of any mitigating circumstances. Where the violation of the Equality Policy by way of harassment, victimisation or discrimination amount to a criminal offence, the appropriate authority will be informed. In the event that an individual associated with the Club is subject to allegations of unlawful discrimination in a court or tribunal, the Club Committee and employees (including playing and coaching staff) will co-operate fully with any investigation carried out by the relevant lawful authorities and, subject to the outcome, may consider taking action as above in relation to the matter concerned.

Relevant legislation and forms of unacceptable discrimination Legal Rights Discrimination has been legally defined through the Equality Act 2010. Discrimination Discrimination refers to unfavourable treatment on the basis of particular characteristics, which are known as the ‘protected characteristics’.
Under the Equality Act 2010, the protected characteristics are defined as age (employment only until 2012), disability, gender reassignment, marital or civil partnership status (employment only), pregnancy and maternity, race (which includes ethnic or national origin, colour or nationality), religion or belief, sex (gender) and sexual orientation. Under the Equality Act 2010, individuals are protected from discrimination ‘on grounds of’ a protected characteristic
(1). This means that individuals will be protected if they have a characteristic, are assumed to have it, associate with someone who has it or with someone who is assumed to have it. Forms of discrimination and discriminatory behaviour include the following:
Direct discrimination Direct discrimination can be described as less favourable treatment on the grounds of one of the protected characteristics.
Indirect discrimination Indirect discrimination occurs when a provision, criterion or practice is applied to an individual or group that would put persons of a particular characteristic at a particular disadvantage compared with other persons.
Discrimination arising from disability When a disabled person is treated unfavourably because of something connected with their disability and this unfavourable treatment cannot be justified, this is unlawful. This type of discrimination only relates to disability. 
Harassment Is defined as unwanted conduct relating to a protected characteristic that has the purpose or effect of violating a person’s dignity, or which creates an intimidating or hostile, degrading, humiliating or offensive environment for that person.
Victimisation It is unlawful to treat a person less favourably because he or she has made allegations or brought proceedings under the anti-discrimination legislation, or because they have helped another person to do so. Bullying
Bullying is defined as a form of personal harassment involving the misuse of power, influence, or position to persistently criticise, humiliate or undermine an individual.

Ground Regulations

Armadale Thistle  Football Club , Volunteer Park North Street  Armadale  Ground Regulations .  Armadale Thistle  Football Club Ground Regulations January 2025 Introduction Armadale Thistle Football Club is a member of the East of Scotland Football Association. The club ground is Volunteer park North street, West lothian. This document details the regulations that must be adhered to whilst present within Volunteer  Park (“The Ground”). For avoidance of doubt Armadale Thistle  Football Club is referred to in this document as (“The Club”). 
Ground Regulations
1. All matches are played in accordance with the Rules and Regulations of the East of Scotland Football Association (EoSFA) , The Scottish Junior FA and  the Scottish Football Association (SFA) when playing in one of their competitions.
2. Play cannot be guaranteed to take place on any particular day or at any particular time and the Club reserves the right to change its advertised fixtures without prior notice and without liability. 
3. Unauthorised persons are not permitted to enter upon the trackside, field of play or any other place specified by the Club or Police.
4. Only persons specifically authorised in writing by the Club are permitted to offer Newspapers, Periodicals or any other Articles for sale in the Ground and any charitable collection will only be permitted within the ground with prior written consent of the Club.
5. Unnecessary noise such as from the use of radio sets and behaviour likely to cause confusion, annoyance or nuisance of any kind, is not permitted in any part of the Ground. NO DRUMS ALLOWED WITHIN THE GROUND.
6. The use of threatening behaviour, foul or abusive language is strictly FORBIDDEN. Racial, sectarian, homophobic or discriminatory abuse or chanting is also forbidden and is considered as unacceptable conduct and may result in arrest and a lifetime ban from regulated football matches.
7. Please note that it is an offence punishable by law for any person to enter or attempt to enter the ground: a. Whilst in possession of a prohibited container which is or was capable of holding liquid and which if thrown would be capable of causing injury to another person. 
b. Whilst in possession of alcohol. 
c. Whilst drunk.
d. Whilst in possession of any article or substance whose main purpose is the emission of a flare for purposes of illuminating or signalling or the emission of smoke or a visible gas.
e. Any article which is a firework. OR PYROTECHNIC
f. and all persons entering the ground may be searched by the police.
8. Under no circumstances is it permitted to throw any objects which may cause injury or offence whether on to the pitch or track or otherwise.
9. All persons entering this Ground are admitted subject to the condition that they may be required to submit to search to prevent prohibited articles being brought into the Ground which might be used to cause injury or damage to other persons or property. Armadale Thistle  Football Club .

Medical Risk Assessment and Medical Plan

INTRODUCTION.
This document combines the Medical Risk Assessment and Medical Plan.
It addresses:
• Organisation and infrastructure relating to medical matters 
• Identifiable risks and how these are controlled
• General provisions for medical care INFRASTRUCTURE AND ORGANISATION Access for Emergency Vehicles into Armadale thistles Volunteer park  is situated on North street Armadale . Access is through a controlled entrance opposite Armadale Partnership center . The access is controlled by a main steel gate .  access is directly available by emergency vehicles to all areas of the park.
Access to the pitch and spectator areas is also through this gated entrance . ATFC have plans in place as part of their Safety Plan to facilitate this access. First Aid Facilities The principal first aid room is situated within the  ‘Pavillion’ complex but is immediately accessible from the entrance corridor and does not require access through either dressing room or any part of the building. It contains basic first aid equipment, a couch and water supplies. There are toilets (including an accessible toilet) within the ‘Pavillion’ complex.
Organisation and Personel 
Armadale Thistle FC (“the club”) has an association with a Doctor for advice and guidance on all medical matters. The Doctor is in attendance for major matches (where attendance of greater than 1000 is anticipated). The club also ensures that there is at least one qualified First Aid staff member present at all matches. There is an announcer present at every home match. This person will be located at the main entrance to the pavilion  and is the focal point for co-ordination of messages during the match. He/she will make any safety announcements and will have immediate access to a telephone to communicate with others including the emergency services to ensure expedited management of any health and safety issues in conjunction and on the advice of the Club Safety Officer. IDENTIFIABLE MEDICAL RISKS 
Injury to Players Description The most likely source of a medical issue is the injury to players during the normal course of the match. This can cover the spectrum of minor injury which is treated pitch side before the player returns to the game to serious injury requiring immediate intervention and hospitalisation. Current arrangements The club will ensure that there is a qualified sports first-aider present at all matches. A stretcher is available adjacent to the pitch at the main entrance which will allow removal of players from the pitch to the first aid room in the ‘Pavillion’ complex if the player requires assistance to leave the pitch. The nearest Accident & Emergency Department is at St Johns Hospital Livingston , which is 15-20 minutes from the ground under normal traffic conditions. The firstaider looking after an injured player will make arrangements through the Matchday Co-ordinator either to arrange transport for a player to the infirmary for further assessment or to call the emergency services if immediate medical care is required. The risk of injury to players does not vary significantly between normal and major matches and this assessment applies to all matches. Assessment The current arrangements are satisfactory and have been tested but it is recommended that the procedure for removal of the player from the pitch and making arrangements for onward transport are tested annually, and on the change to any personnel involved in the procedure. Injury to Spectators
Description The following risk factors can be considered collectively for assessment purposes:
- Fire 
There is identifiable risk in the ‘Pavillion’ Complex buildings and a detection system is in place. The club has a designated Fire Officer who is responsible for carrying out Risk Assessments and compliance with the landlord’s requirements. The risk as assessed is small for these areas and negligible for open areas of the ground.
Structural Failure
The identifiable source of risk is Trees that surround the ‘Pavillion’ Complex and the Covered Terracing side of the pitch. The risk is considered negligible under normal circumstances to moderate in extreme high winds. In addition, four in number floodlight poles. These are of modern construction and are regularly inspected. The risk is considered negligible under normal circumstances to slight in high winds. Evacuation There is negligible risk under normal operating conditions rising to moderate in a “panic” situation in a match with a maximal capacity. This risk is mitigated because (a) unplanned evacuation is extremely unlikely (b) planned, orderly evacuation reduces the risk. General There is a general risk to spectators from slips, or other accidents. This is controlled by the maintenance of the ground in good condition. The risk is proportional to the number of spectators. Current Arrangements Direct injury from fire and structural failure has been reduced to acceptable levels by the inspection and maintenance required by the local authorities. In the event that there was a risk of structural failure this would be controlled by closing off the affected area of the ground or cancellation of the match. Other risks are proportional to the attendance. The club will ensure that there are additional first aid staff present for matches where more than 500 spectators are expected. The precise arrangements will be agreed in discussions with the police, NHS and first aid suppliers. Assessment Penicuik Athletic Football Club Medical Risk Assessment and Medical Plan January  2025 Arrangements are considered adequate for all foreseeable risks. Actions Required None Illness Description There is general risk of illness whenever there are gatherings of people. There are no identifiable risk factors which suggest that players and spectators at a match are at greater risk of illness except the established risks that can be associated with any situation in which there is potential stress (e.g. Heart Attacks, Low Blood Sugar, specifically in those with pre-existing risk factors). Current Arrangements Immediate care is the same as for physical injury. Anyone becoming ill will be made comfortable and the condition assessed by a first aider or doctor. In an emergency an ambulance will be called DIAL 999 otherwise advice can be obtained from NHS 24 – DIAL 111. The club owns a Defribulator which is located at end off  tunnel between changing rooms and hospitallity room  at all home and away matches.

GENERAL MEDICAL PROVISIONS 
The following personnel must be present at each home match; 
• At least one qualified Sports first aider;
• A Match Day co-ordinator to act as the single point of communication Where there is an anticipated attendance of greater than 500, in addition to the above; 
• Additional first aid provision should be provided by request from the first aid service providers. The club doctor is responsible for advising on equipment to be present in the first aid room and in the medical bags available to sports first aiders and the sports first aiders are responsible for checking that the equipment is present and in good order.
